1. Human Resource Manager

  • We are currently seeking candidates to fill the role of Human Resource Manager to assist with management of the human resource activities in the organisation.

    Job Description

    The Human Resource Manager will work with the Administration teams in the Kampla HQ and the Whave field offices (currently Mityana, Kamuli, Kumi, Karamoja) and will report to the Managing Director. This role includes the following:

  • Develop and implement the HR strategy aligned to the organisation objectives.

  • Support and coach the management team on all people management matters, including organisation change and transformation.

  • Be responsible for all HR management and development (including recruitment and selection policy/ practices, discipline, grievance, mentoring, salary and conditions, contracts, training and development, talent management, succession planning, driving performance appraisals and any other HR related issues).

  • Provide insight and recommendations on HR initiatives that can strengthen organisation results

  • Working with senior managers to uncover the talent implications e.g. any significant gaps to meet long-term objectives

  • Keep up to date with HR legislation and provide suitable interpretation to Directors and Managers.

  • To facilitate as a mediator when required and help resolve employee issues

  • Undertake various tasks as required outside HR field to assist organisation efficiency

    Skills and requirements

  • Degree in Human Resource Management, Business Admin or a related field.

  • Proven track record as a HR generalist, preferably in a senior role.

  • Experience of designing and delivering coaching/mentoring, learning and development and talent management programmes.

2. Chief Finance and Operations Manager, Karamoja

We are currently seeking candidates to fill the role of Chief Finance and Operations Manager (Karamoja) to head our team in northern Uganda, where we currently work in two districts (Kaabong and Kotodo) with imminent expansion to Amudat and Moroto, in partnership with Mercy Corps under the USAID-funded program APOLOU. Other Whave operations in the area are included in the scope of work, as and when they are developed (none currently).

Duties

The role of the FOM is to head implementation of Whave’s component of the USAID APLOU program in Northern Karamoja. This component builds Public-Private Partnership systems which sustainably assures reliability of water supply paid for by water users and regulated by government. The FOM reports to the Whave MD and national management team. The duty post is Kaabong initially, with likely move within 2019 to Moroto. Tasks include:

  • Maintain knowledge of and ensure compliance to Whave Karamoja policies and guidelines, and maintain their integration to Mercy Corp’s financial, operational and reporting requirements and associated USAID requirements

  • Provide training, management and regular guidance to the staff team, in particular in respect of active an daily compliance to operating policies and financial guidelines

  • Improve Whave Karamoja policies and guidelines in the light of experience through regular edits submitted to the management team

  • Initiate meetings with local officials from the district and sub-counties in order to build robust reliability assurance systems supported by local government and sustained by communities and government

  • Liaise with local officials and with opinion leaders and politicians, to develop collaboratively a strong role for Whave in long-term sustainable development of rural Karamoja; identify strategic opportunities and keep Whave management informed of these regularly

  • Liaise with the Whave programmatic, monitoring and finance team in Kampala, and integrate Whave’s work in Karamoja with its national work

  • Oversee the work of the Whave Karamoja team and ensuring performance targets are understood, met and staff are working to an appropriate professional standard

Skills and Requirements

Successful applicants must have adequate skills and experience, including:

  •  Degree level education, with preference for post-graduate education

  • Excellent numeracy and literacy, and excellent interpersonal and management skills

  • Ability to meet targets and deadlines within context of aid projects in Africa

  • At least five years experience in aid finance including experience of USAID grants compliance

  • Advanced computer skills such as expert knowledge of Excel, Word, and relevant software

  • Willingness to live in Kaabong and Moroto

We are currently seeking three candidates to fill the roles of Administration Officer for our Headquarter Office in Kampala, Field Office in Kamuli, and Field Office in Kumi to assist with management of the finance and administration activities in the organisation.

Duties

The post holder will have responsibility to work with the administration staff, and will report to the Senior Administration Officer and Managing Director. This role includes the following:

  • Preparing and payment of  invoices

  • Ensuring compliance with national legislation including National Social Security Fund (NSSF), Uganda Revenue Authority (URA), Immigration and maintenance of company insurances

  • Research, prepare and supply information on general company issues or project specific issues as required

  • Track budgets, expenditure, and provide financial reports under specific funder format

  • Management of company bank accounts and petty cash including preparing monthly and yearly accounts to be audited

  • Conduct future financial analysis and advise on budgeting

  • Assist in arranging and facilitating meetings, training , workshops and other events

  • Office filing and procurement & Oversight of office supplies

  • Travels to the field offices in for meetings, accountabilities

We are currently seeking candidates to fill the role of Procurement Officer for our Headquarter Office in Kampala to assist with sourcing, procurement, and management of supplies in the organisation.

Duties

The Procurement Officer will be based in the Whave Kampala office. The post holder will have responsibility to work with the administration staff, and will report to the Managing Director. This role includes the following:

  • Identifying procurement needs of the organisation

  • Carry out day to day procurement duties for the organisation

  • Reviewing purchase requisitions

  • Awarding Supplier tenders or Preferred Supplier Agreements and supervising performance of contractors / suppliers

  • Ensure all purchasing activities follow institutional policies and government regulations

  • Ensuring that goods and services are promptly delivered

  • Making sure that vendors are paid in a timely manner

  • Supplier relationship management.

  • Ensure the project procurement records are well kept and maintained for completeness and safety

  • Perform any other duties assigned by the Director

5. WASH Service Officer - Kumi

We are currently seeking candidates to fill the role of WASH Service Officer for our Field Office in Kumi to support the implementation of Whave’s project in Kumi District to improve reliable access to safe water in rural areas.

Duties

  • Training community water and sanitation committees and introducing preventive maintenance services for water sources to rural communities

  • Training and working together with, district and sub-county officials and councillors on public-private partnership implementation and mobilization of preventive maintenance

  • Overseeing technical work of local preventive maintenance technicians

  • Ensuring compliance to local laws with support from the relevant stakeholders

  • Assist communities with tariff collection and development of community water VSLAs

  • Manage financial and administrative tasks with integrity and efficiency including managing community committees and pump attendants

  • Any other duties as assigned from time to time from your line manager

Qualifications, Skills and Experience: 

  • The WASH Service Officers should hold Degree level qualifications in Social Sciences, Development Studies, Adult and Community Education, Social Work Social Administration or a related field.

  • Previous experience and understanding in community development and local government structures in Uganda of at least 2 years

  • High level communication and interpersonal skills

  • Adequate computer skills such as knowledge of Excel and Word

We are currently seeking candidates to fill the role of Monitoring &Evaluation Officer for our Field Office in Karamoja to assist the Overall Monitoring & Evaluation Officer at HQ.

Duties

  • Monitor, document and report key learnings, best practices,  and outcomes

  • Support the monitors in Collecting, Validate and enter Programme data and share aggregated information from it with different departments/units

  • Capacity build staff on the tools that are used by the field team and ensure that the team does proper filling of the tools and the documents have been sent to the M&E manager in time

  • Compile documentation for learning, accountability, reporting Support staff to write stories of change

  • Verify and Compile KPIs for Whave in liaison with the Programme Manager

7. Water Engineer - Kumi

We are currently seeking candidates to fill the role of Water Engineer for our Field Office in Kumi to support the implementation of Whave’s project in Kumi District to improve reliable access to safe water in rural areas.

Duties

  • Take lead in assessing and provision of technical services relating to operation and maintenance of water sources

  • Developing supply chains of water source hardware parts and maintaining adequate stock.

  • Build the capacity of local preventive maintenance technicians to maintain water sources including developing maintenance schedules of water sources.

  • Keeping accurate records of costs and obtaining accurate records from preventive maintenance service providers.

  • Managing all technical work done by local preventive maintenance service providers

  • Work closely with the local officials from the district and sub-counties

  • Developing and promoting water treatment and other sanitation and hygiene technologies

  • Development of life cycle tools assessments

  • Provide administrative support to the office.

  • Any other duties as assigned from time to time from your line manager.

Qualifications, Skills and Experience: 

  • The applicant must hold a Degree level education in engineering

  • A minimum of three years’ experience installing and/or maintaining rural water systems in Uganda

  • High level communication and interpersonal skills

  • Good computer skills such as knowledge of Excel and Word

  • Ability to drive and ride a motorbike is essential with a valid driving permit

Language Requirements  

Knowledge of Ateso language is essential
